InteractiveTaiwa – Art (Dialogue Art) 2026 A.I.R. is an Artist in Residence programme that is to exhibit inclusive artwork(s) in Matsumoto, Japan.

This residence programme aims to foster diverse perspectives and values in society through art with the theme of “Minority Empowerment”.
The selected artist/curator is to create artwork(s) while exploring the answers to the three questions in Matsumoto through interactions with local people and the artwork(s) as its outcome to be exhibited at the event “Taiwa – Art (Dialogue Art) 2026 A.I.R.”.
We welcome applicants who are interested in social issue, place importance on interaction with communities in their activities, and seek the potential for creating a new society through art.
Curatorial Concept
Minority Empowerment
Many innovations that change society were always born from the minorities’ perspective.
Those voices from outside of mainstream values challenge the established social structures and make unnoticed problem and/or potential visible.
This residence programme aims to create a new interaction with society through artistic international interaction by placing the perspectives of an artist/curator who works on disability art and/or issues related to disability in Eastern Asia at the centre of creation.
The selected artist/curator is to explore the answers to the following questions, utilizing their own experiences and through interactions with people affected by and engaging in the barrier(s) of social model of disability:
- How can we make invisible barrier(s) in society visible
- How could creativity translate the voices of minorities into power
- How could the expressions of people with disabilities change their communities
We believe that placing the perspectives of minorities at the centre of society expands the creativity and abundance of communities.
Why We Want to Invite Artists/ Curators Working outside Japan
We have been making effort to create opportunities where people with and without disabilities can make contact in Matsumoto, Japan. However, we recognise that such societal issues related to disability cannot be resolved only by our effort made in a region in Japan.
In many places in the world, there are also many efforts to deepen the societies’ understanding/ raise the awareness of disabilities. We want to connect people who work on the same issues in the places far from Matsumoto.
An invitation of a foreign artist/curator will give communities the perspectives based on different culture and experiences and create new opportunities for interaction. We believe that such invitations in a small area in Japan can develop into the large-scale movement which can change society’s attitudes towards disability in this country.
This residence programme aims to be the first step to its realisation.
Overview of the Residence
The selected artist/curator is to stay in Matsumoto, Japan and create artwork(s) while interacting with local welfare facility(ies) for people with disabilities and exploring of the answers to the three questions. The selected artist/curator’s creation process and the scenes of interactings are to be broadcasted via digital media and SNS. The artwork(s) as the final outcome is to be exhibited at the event “Taiwa – Art (Dialogue Art) 2026 A.I.R.”.
What the Residence Program Includes
This residence program includes the following activities:
- Interaction with local communities
- Cultural research (for understanding of Japanese culture)
- Creation of new artwork(s)
- Broadcast of the creation process
- Exhibition of the artwork(s)
This residence programme aims to be a creative opportunity for interaction where artist/curator and local communities can learn from each other.
About Matsumoto
Matsumoto in Nagano prefecture is a cultural city surrounded by Japanese Alps. It is also the place where Matsumoto Castle, which is one of the national treasures, is located and Yayoi Kusama was born. In this area, nature and culture co-exist and there are many cultural facilities and therefore, there environment here is attractive for artists who has worked in theatre, music, craft with communicating with local communities.
Access from Haneda/Narita airport and time estimated to take
Matsumoto is a city in an inland prefecture, Nagano and relatively far from Tokyo area.
Access: In general, firstly move from the airport to the midtown of Tokyo and then, take either JR express train (e.g. express Azusa) or highway bus to reach Matsumoto.
Time estimated to take: It estimates about four to eight hours from Haneda/Narita airport to Matsumoto station (train station) including time for transfers (it depends on which airport and what transport mode from Tokyo to Matsumoto you use).
Communication in English in Matsumoto
Communication in English can be possible at the tourist information centre, some accommodations and major train stations. However, it is often impossible in daily occasions such as shops and conversations with local people. Utilisation of tools like translation app. will be the main method to communicate in Matsumoto.
Convenience of Transport Mode
Compared to the major urban area, the public transport mode (bus and train) is limited in the number of services and covered area. For sightseeing and daily transfer, checking the time tables of buses/trains and/or considering renting a car are required.

What the Residence Programme provides
This residence programme provides the followings:
- Artist fee: 300,000yen
- Travel expenses
- Accommodation
- Space for the creation of artwork(s)
- Support for the exhibition
- Public relations’ activities and recording
Regarding the interpreters, we are planning to allocate volunteers as interpreters.
About Payment
Artist fee: 50% at the arrival and 50% after the end of the exhibition (bank transfer)
Travel expenses: Arranged by the organizer (this may be a reimbursable expense)
Accommodation expenses: Arranged by the organiser
Application Guidelines
Applicants must satisfy all of the followings:
- An Artist/ Curator working based outside Japan
- An Artist/ Curator whose activities focus on “disability”, “minority” and/ or “socially vulnerable group”
- Being able to communicate with local people in Japan using a smartphone app. (Language support including during the selected artist/ curator’s stay here is in principle done by using translation app.)
- Being able to collaborate with local people, including the organizer’s staffs (i.e., Japanese) for the selected artist/ curator to make efforts for expanding disability art and/ or expressions by people with disabilities
- Being interested in societal issues and/ or community art
- Being able to stay in Matsumoto during the programme “Taiwa – Art (Dialogue Art) 2026 A.I.R.”
- Having any experience of joining exhibition until the application for this residence programme
- Being able to submit a simple planning proposal for the activities during the programme at the application

At the assessment, we assess applications taking all of the following points into account:

Note: The residency period includes all activities and exhibition period. The start time of exhibition varies depending on the selected artist/curator. The minimum residence period is two weeks (i.e., until November 22nd) and it also depends on the selected artist/curator.
Screening Process
First screening: Document screening
The result of the document screening to be notified to all applicants by July 31st.
Second screening: Online interview
All online interviews to be conducted between August 1st to August 31st (interview dates are to be arranged individually)
Notification of final result: September 1st
The results of screening sequentially to be notified by e-mail. We cannot answer to any questions regarding the results.
About Copyright and Licence
- The copyright of the artwork(s) the selected artist create during this residence programme is owned by the selected artist. However, the organizer can use, broadcast, copy and disseminate/distribute its picture and video etc. only for the purpose of conveying the aim of A.I.R., reporting the activities, public relations, recording and promotion for free, regardless of time period and geographical area.
- The artwork(s) which is/are exhibited at the exhibition can be used for the production of goods such as postcards and calendars.
- We use those data we mentioned above in the way that showing the artist’s name appropriately and respecting the expressions of the artwork(s).
- We will ask the selected artist for the artwork(s)’ image data to introduce the selected artist and his/her artwork(s) in public relation activities and printed materials.
Surrounding Environment of Matsumoto
Matsumoto is located in the geographically middle region in Nagano prefecture and has historical buildings like Matsumoto castle and cultural facilities such as Matsumoto City Museum of Art.

★ “Creation of connections between people with and without disabilities”
We define “disability” as “difficulties of living” caused by the differences in recognitions between people with and without disabilities and the lack of understanding of society of disability.
To understand “difficulties of living” in society, we believe that creation of many opportunities where “disability” intersects in society is required. We want to create opportunities that people with and without disabilities can interact through “Interactive Art”.
General Incorporated Association ナナイロ (Nanairo) (incorporated on Februry 22nd, 2022) aims to “create places where diverse people can express themselves”. In April 2021, Nanairo was established and has started its activities by the people who have the will to organise institution(s) where diverse people interact each other and engage in the issues using inclusive methods. The following is one of our current activities and we will conduct activities aligned with our vision.
About Interactive Art
This is an art exhibition which artworks whose theme are “disability” and/ or “difficulties of living” are exhibited at public places. This is a Commons Art Project that anyone can contribute to local communities’ benefits through their expressions. The percentage of people who have never communicated with people with disabilities in Japan is estimated as 51.9%, which is much higher than other countries, according to a research. Despite the heightened importance of diversity and inclusion, many people have even no opportunity for relating to “disability”. We consider it as the fundamental problem. We aims the creation of the spaces where provide the first occasions for diverse people to know, understand, communicate (interact) each other and the expansion of activities which encourage their own expression.

Innovations that change society were always born from the minorities’ perspective. We want to continuously send the message that placing “minority” into the centre of society enriches our local communities.

対話アート2026 A.I.R は、日本の長野県松本市で開催される街中でインクルーシブアートを展示するアーティスト・イン・レジデンスプログラムです。

社会を変えてきた多くの革新は、常にマイノリティの視点から生まれてきました。
主流の価値観の外側にある声は、社会の構造を問い直し、これまで見えなかった問題や可能性を浮かび上がらせます。
このレジデンスでは、東アジアにおける障がいアートや障がい者の課題に向き合うアーティストまたはキュレーターとマイノリティの視点を創造の中心に据え、アートを通じて国際的な交流から、社会との新しい対話を生み出すことを目指します。
公募アーティストの体験や社会モデルのハードルに関わる人との交流を通じて、アーティストは次のような問いを探求します。
- 社会の中に存在する見えないハードルをどのように可視化するか
- 創造性はどのようにマイノリティの声を力に変えることができるのか
- 障がいのある人の表現は地域社会をどのように変えるのか
私たちは、マイノリティの視点を社会の中心に置くことが、地域社会の創造性と豊かさを広げると考えています。
なぜ海外からアーティストを招くのか
私たちは、障がいのある人とない人の接点をつくる活動を長野県松本市で行っています。しかし、この課題は一つの地域だけで解決できるものではありません。
世界のさまざまな地域でも、障がいに対する理解を広げるための活動が行われています。私たちは、遠く離れた場所で同じ課題に向き合う人々とつながりたいと考えています。
海外のアーティスト/キュレーターを招くことは、異なる文化や経験を持つ視点を地域社会にもたらし、新しい対話を生み出す機会になります。そして、この小さな地域での取り組みが、国境を越えてつながることで、障がいに対する社会の意識を変えるより大きなムーブメントへと広がる可能性を持つと信じています。
このレジデンスは、その最初の一歩となることを目指しています。
レジデンス概要
選ばれたアーティスト/キュレーターは、日本の長野県松本市に滞在し、地域の障がい者福祉施設と交流しながらリサーチと作品制作を行います。制作のプロセスや交流の様子はデジタルメディアやSNSを通して公開され、最終的な作品はインクルーシブアートイベント「対話アート2026」で展示されます。
レジデンスで体験できること
本プログラムでは、以下の活動を行います。

- 文化リサーチ（日本文化への理解）
- 新しい作品の制作

このレジデンスは、アーティストと地域社会が互いに学び合う創造的な交流の場となることを目指しています。
松本市について
長野県松本市は日本アルプスの山々に囲まれた文化都市です。国宝である松本城 や草間彌生の出身地でもあります。自然と文化が共存するこの地域は、多くの文化施設があり、地域社会と関わりながら演劇や音楽、クラフトの分野で創作活動を行うアーティストにとって魅力的な環境です。
羽田/成田空港からのアクセスと所要時間
松本市は長野県の中部に位置する内陸の都市で、東京圏からは比較的離れています。
アクセス方法: 主に、空港から一度東京都心へ移動し、JR特急（特急あずさなど）または高速バスを利用して向かいます。
想定所要時間: 羽田/成田空港から松本駅までの移動は、乗り換え時間を含めておおよそ4時間から8時間程度を見込む必要があります。
英語でのコミュニケーション
観光案内所や一部の宿泊施設、主要な駅などでは英語が通じる可能性がありますが、日常的な場面（店舗、地元の人々との会話など）では英語での対応が難しい場合が多いです。現地でのコミュニケーションは、翻訳アプリなどの活用が主な手段となります。
交通網
大都市圏と比較すると公共交通機関（バスや電車）の運行本数や路線網は限られています。観光や生活の移動の際には、事前に時刻表を確認したり、レンタカーなどを検討したりする必要があります

- 日本以外を拠点に活動されているアーティストまたはキュレーター
- 「障がい」「マイノリティ」「社会的弱者」をテーマにしているアーティストまたはキュレーター
- 日本における現地でのコミュニケーションはスマートフォンアプリでの翻訳機能で対応できる（来日時などに言語サポートは原則翻訳アプリを使う想定です）
- 国境を越えて障がい者アートや障がい者による表現を拡大することを協働できる
- 社会的テーマやコミュニティアートに関心がある
- 対話アート2026 A.I.R 期間中に松本に滞在できる
- 応募時までに展示経験がある
- 応募時に簡単な企画提案書を提出できる

著作権・使用権について
- アーティストが本アーティスト・イン・レジデンス期間中に制作した作品の著作権はアーティスト本人に帰属します。ただし、主催者は、本AIRの趣旨・活動の報告・広報・記録・プロモーション等の目的に限り、期間・地域を問わず、無償で本作品の画像・映像等を使用・公開・複製・配布することができるものとします。
- 本展示会に展示された作品についてはポストカードやカレンダー等のグッズで利用させていただく可能性があります。
- 使用に際しては、アーティストの氏名を適切に表示し、作品のイメージを尊重した形で行います。
- アーティストや作品の紹介をする目的で広報・印刷物等に使用するため、作品画像データを提出していただきます。

長野県の中信地方に位置する松本市は、松本城などの歴史的建造物や、松本市美術館などの文化的な施設が集まっている。

★「障がいのある人とない人の接点を創る」
私たちは「障がい」を、人と人のあいだで起きる認識の違い、社会に理解されないことから感じる「生きづらさ」であると捉えています。
社会にある「生きづらさ」を理解するためには、より多くの「障がい」に関する接点を社会に創ることが必要だと考えています。私たちは「対話アート」を通して表現を通して社会に障がいのある人とない人の接点を創っていきたいと考えています。
一般社団法人ナナイロ（2月22日法人化）は「多様な人が表現できる居場所を創る」ことを目指しています。ナナイロは2021年4月より、有志が集まり、多様な背景を持つ人が関わり合いながら、包括的な手段で課題に向き合っていける施設を運営することを目指して発足しました。現在の活動としては以下の様な活動を展開しており、今後もビジョンに沿った活動を行っています。
対話アートとは？
「障がい」や「生きづらさ」をテーマにしたアート作品を公共の共有空間に展示するアート展です。表現を通して地域のベネフィットに誰もが貢献できることを目指しているCommons Art Projectです。日本では障がい者と関わったことがない人は半分の51.9%と言われています。他の国と比べてダントツで高いという調査結果が出ています。ダイバーシティ&インクルージョンが叫ばれる中で、多くの人たちが「障がい」に触れる機会がそもそもありません。そこに本質的な課題があると考えています。まずは知ること、お互いの理解やコミュニケーション（対話）ができる場を創出し、表現につなげる活動の拡大を目指しています。
コンセプト
- マイノリティ・エンパワーメント
常に社会を変えてきたものはマイノリティから生まれてきました。社会の中心に「マイノリティ」を置くことが、私たちの地域社会の豊かさにつながることを伝えていきたいと考えています。
